Controlled Goods (Canada)

Canada’s Controlled Goods Program (CGP) is administered under the Defence Production Act and the Controlled Goods Regulations. Organizations that examine, possess, or transfer controlled goods in Canada generally must be registered with the Controlled Goods Directorate (Public Services and Procurement Canada).

ITAR (United States)

International Traffic in Arms Regulations (22 CFR 120–130) are US rules that control the export, re-export, and temporary import of defense articles, technical data, and defense services on the US Munitions List (USML). They are administered by the US Department of State (DDTC). Many Canada–US aerospace and defense clients face ITAR obligations for US-origin articles and data even when work is performed in Canada.

Why aerospace and defense suppliers care

  • Access to programsPrime contractors and government buyers often require evidence of Controlled Goods registration (Canada) and ITAR-aware processes for USML work.
  • Supply-chain eligibilityWithout the right registrations and controls, suppliers can be locked out of bids or flow-down requirements.
  • Protecting controlled technology and dataControls limit who may examine, possess, or transfer controlled goods and USML technical data.
  • Audit readinessCustomer audits and government reviews expect documented procedures, training, and access controls — not ad-hoc handling.

How Controlled Goods and ITAR interact

Canadian controlled goods often overlap with items that are ITAR-controlled when they are of US origin or otherwise subject to US jurisdiction. Canadian CGP registration does not replace ITAR authorizations (licenses or exemptions) for USML transfers. Companies in Canada–US defense supply chains often need both Canadian CGP compliance and ITAR compliance for US-origin articles and data.
