What is ISO 13485?
ISO 13485 sets out the requirements for a quality management system for organizations involved with medical devices: design and development, production, installation and servicing. It also applies to suppliers and service providers that support those organizations. Its focus is consistently delivering devices that are safe and meet both customer and regulatory requirements.
The current edition is ISO 13485:2016, published in March 2016.
How ISO 13485 differs from ISO 9001
ISO 9001 applies to every industry. ISO 13485 is written for the regulated medical device sector and places more weight on:
- Meeting regulatory requirements, not only customer requirements
- Risk management throughout product realization
- Process validation, including software used in the quality system and in production
- Documented procedures, records and traceability
- Handling complaints, reporting to regulators and controlling nonconforming product
ISO 13485:2016 does not use the harmonized ISO management system structure found in ISO 9001, ISO 14001 and ISO 45001, so an integrated system needs some mapping between the standards. We do that mapping for you.
ISO 13485 and regulators in Canada and the US
- Canada: under the Medical Devices Regulations, an application for a Class II, III or IV medical device licence must include a quality management system certificate to CAN/CSA-ISO 13485, issued by an auditing organization recognized by Health Canada under the Medical Device Single Audit Program (MDSAP).
- United States: since 2 February 2026, the FDA’s Quality Management System Regulation (21 CFR Part 820) incorporates ISO 13485:2016 by reference, alongside FDA-specific requirements. FDA does not issue ISO 13485 certificates and still carries out its own inspections, but a QMS built on ISO 13485 is now the foundation for meeting Part 820.
Confirm the requirements for your devices and markets with the regulator or your regulatory advisor.
Who should consider ISO 13485
- Medical device manufacturers and specification developers
- Contract manufacturers, component and material suppliers to device companies
- Sterilization, calibration, servicing, distribution and other service providers to the device industry
- Companies selling devices in Canada that need a licence for Class II, III or IV devices
- US manufacturers aligning their quality system with the FDA’s Quality Management System Regulation
Our ISO 13485 implementation steps
1. Scope and regulatory requirements
Confirm your role in the device life cycle, the products and sites in scope, and the regulatory requirements that apply in your markets.
2. Gap analysis
We assess your current quality system against ISO 13485:2016 and produce a prioritized action plan: what already conforms, what needs updating and what is missing.
3. Documentation and implementation
Develop the procedures, records and files ISO 13485 requires and put them into everyday practice, with risk management built into product realization.
4. Training
Leaders, process owners and staff need to understand the requirements and their responsibilities. Paradygm delivers on-site and remote training.
5. Internal audit and management review
Confirm the system works in practice before the certification audit. We perform internal audits and facilitate management review.
6. Certification support
We help you select a certification body or MDSAP auditing organization, prepare for the audit and close any findings efficiently.
No hidden costs. We offer Guaranteed Certification within the first attempt.
More questions? See the ISO 13485 FAQ. Many device companies also hold ISO 9001 or ISO 27001 for information security; integrated internal audits can cover them together.

Frequently asked questions — ISO 13485
What is the current edition of ISO 13485?
ISO 13485:2016.
Is ISO 13485 required to sell medical devices in Canada?
For Class II, III and IV devices, yes: the licence application must include an ISO 13485 quality management system certificate issued under MDSAP by a Health Canada-recognized auditing organization. Class I devices do not need one.
Does the FDA require an ISO 13485 certificate?
No. FDA does not require or issue certificates, but since 2 February 2026 its Quality Management System Regulation incorporates ISO 13485:2016 by reference, so your Part 820 quality system is built on ISO 13485.
We already have ISO 9001. How much more work is ISO 13485?
It depends on your products and processes. Many ISO 9001 processes carry over, but ISO 13485 adds regulatory, risk management, validation and documentation requirements. A gap analysis shows exactly what is needed.
What does “Guaranteed Certification within the first attempt” mean?
We offer Guaranteed Certification within the first attempt. Your certification body issues the certificate independently.
